Canada Introduces New Flexibility for Temporary Foreign Workers to Study

Canada has introduced a new temporary measure that provides greater flexibility for certain foreign workers already in Canada. Under the new policy, eligible work permit holders can study for up to six months without obtaining a separate study permit.

The measure took effect in September 2026 and is currently scheduled to remain in place until December 31, 2027.

What Does This Mean for Temporary Workers?

The new measure can make it easier for eligible workers to pursue short-term education, training or licensing opportunities while maintaining their employment in Canada.

The policy is particularly relevant to workers in occupations where additional training or certification can help them develop skills that are in demand in the Canadian labour market.

Eligible workers may include individuals working in areas such as:

• Healthcare and nursing

• Skilled trades

• Laboratory and technical occupations

• Other sectors experiencing labour shortages

To qualify, a foreign worker generally must hold a valid work permit and the program of study must be six months or less.

An Opportunity to Build a Future in Canada

For temporary foreign workers who are already contributing to Canada's economy, this change can provide an additional opportunity to improve their qualifications and strengthen their professional profile.

Short-term education or training may also help some workers position themselves for future career and immigration opportunities, depending on their individual circumstances.

It is important to understand that this policy does not create a new immigration pathway. Eligibility requirements still apply, and full-time studies may require a study permit.
